Senate Blue Ribbon hearing on flood control probe postponed indefinitely

The Senate Blue Ribbon Committee has postponed its scheduled hearing on the alleged anomalies in government flood control projects “until further notice,” according to a notice issued by committee chairperson Senator Erwin Tulfo.

The hearing, originally set for Thursday, June 4, was expected to tackle several investigations and privilege speeches, including the committee’s motu proprio inquiry in aid of legislation into the country’s flood control program and alleged irregularities surrounding it.

Among the items listed on the agenda were the privilege speeches of Senator Panfilo “Ping” Lacson titled “Flooded Gates of Corruption” and “Flooded Gates of Hell,” delivered on August 20, 2025 and September 9, 2025, respectively. Also included were Senator Jinggoy Estrada’s privilege speech “No One is Safe,” Senator Erwin Tulfo’s privilege speech concerning the Philippine Contractors Accreditation Board, and Senator Rodante Marcoleta’s privilege speech on the alleged lack of parliamentary courtesy.

The committee was also set to discuss a proposed Senate resolution seeking an inquiry into allegations of a money delivery scheme involving former military personnel employed by businessman Zaldy Co, the reported cooperation of certain government officials with the International Criminal Court (ICC), and Marcoleta’s privilege speech regarding a video statement made by former Speaker Martin Romualdez.

In the notice signed by Tulfo, no reason was provided for the postponement, nor was a new date announced.

“Initially scheduled on 04 June 2026 (Thursday) is postponed until further notice,” the notice read.

The postponement comes amid conflicting statements on whether the committee hearing would proceed.

Tulfo had earlier said that the Blue Ribbon Committee’s investigation into the alleged anomalous flood control projects would resume this week.

Meanwhile, Senator Alan Peter Cayetano insisted that the hearing should continue as scheduled, maintaining that he remains the “legitimate, legal, and moral Senate President.”

Under Cayetano’s leadership, the Blue Ribbon Committee is chaired by his sister, Senator Pia Cayetano.

“Tuloy ang hearing ng Blue Ribbon Committee. I am still the legitimate, legal, and moral Senate President of the Republic of the Philippines, and there are still functioning committees. We have to hear the testimonies. Invited po pati yung mga gumawa ng ilegal ngayon,” Cayetano said in a Facebook post.

He also warned of a possible constitutional crisis and public protests if access to the Senate would prevent the conduct of the committee hearing.
