The House Committee on Justice has found probable cause in the impeachment complaints filed against Vice President Sara Duterte, advancing the process toward a possible trial.
Lawmakers voted unanimously to declare the existence of probable cause in two complaints earlier deemed sufficient in form, substance, and grounds.
The panel also approved the consolidation of the complaints filed by Reverend Father Joel Saballa and Atty. Nathaniel Cabrera.
The complaints accuse Duterte of betrayal of public trust, culpable violation of the Constitution, and misuse of public funds, particularly involving confidential funds from the Office of the Vice President and the Department of Education.
They also cited alleged threats made against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and former House Speaker Martin Romualdez.
With the finding of probable cause, the committee will prepare a report and the articles of impeachment for transmission to the House plenary.
At least one-third of all House members must vote to approve the articles before the case is elevated to the Senate of the Philippines, which will convene as an impeachment court.
The next hearing is scheduled for May 4, 2026.
