Defense Secretary Probes Alleged Illegal Operation Involving 69 Undocumented Foreigners in CDO

TAGOLOAN, Misamis Oriental — Defense Secretary Gilberto C. Teodoro Jr. swiftly moved into action on May 16, 2026, visiting the PHIVIDEC Industrial Authority after authorities uncovered an alleged illegal operation involving dozens of undocumented foreign nationals and Filipino workers handling potentially hazardous materials.

Initial investigations revealed 69 Chinese foreigners and one Filipino were involved in the halted operations at the industrial facility, which remains an active crime scene under a search warrant.
Teodoro, accompanied by PAOCC Undersecretary Benjamin Acorda, OCD Region X Director Antonio Sugarol, and joint forces from the AFP and PNP, directed an immediate and comprehensive response. He ordered the Office of Civil Defense (OCD) Region X to conduct a full inventory of all affected workers and coordinate with concerned agencies to provide urgent support.

The Defense Chief instructed the Department of Social Welfare and Development (DSWD) to extend necessary aid to displaced personnel, while the Department of Labor and Employment (DOLE) was tapped to help them secure new employment opportunities. He also called for comprehensive medical examinations for everyone exposed to possible hazardous substances.
Secretary Teodoro issued a stern warning against any interference with the ongoing investigation, stressing that obstruction of lawful operations will be dealt with accordingly.
The visit was made in close coordination with the Presidential Anti-Organized Crime Commission (PAOCC) to ensure the safety and welfare of workers and surrounding communities.
This decisive intervention highlights the government’s firm stance in upholding the law, protecting public safety, and safeguarding the well-being of affected Filipino workers amid the investigation.
