US State Department spokesman Matthew Miller calls China’s actions in the South China Sea “reckless” after the Philippine government on Monday accused Chinese ships of ramming and damaging its boats during a confrontation in waters off the Second Thomas Shoal, home to a garrison of Filipino troops. “We stand by our Philippine allies,” the spokesperson adds.
