MANILA, Philippines — Two officers of Sunwest Construction and Development Corp., a company owned by former lawmaker Zaldy Co, have expressed their intention to surrender, the Philippine National Police–Criminal Investigation and Detection Group (PNP-CIDG) said Monday, December 1.
CIDG Director Robert Alexander Morico II said in a December 1 press briefing that the two officers sent “surrender feelers” as authorities continued searching for the individuals wanted in connection with alleged corruption involving “ghost” flood control projects.
Morico said the two expressed fear and concern over their situation.
“Wala po silang personal na abogado and apparently parang napabayaan so they are afraid also,” he said. (They don’t have a personal lawyer, and apparently, it seems like they’ve been neglected, so they are also afraid.)
Relatives of the accused reached out to CIDG through back-channel communications. Morico did not identify the Sunwest officials who made the overtures.
Attempts to serve warrants. On November 28, the PNP-CIDG and National Bureau of Investigation attempted to serve arrest warrants at a Pasay City hotel for three Sunwest board members: Consuelo Dayto Adon, Anthony Li Ngo and Noel Yap Cao.
Authorities were unable to locate the three on the premises.
Charges and arrests. The Sandiganbayan issued a warrant of arrest on November 21 for Co and 15 others for their alleged involvement in the corruption of a “ghost” flood control project in Oriental Mindoro.
Nine of the 16 accused have been arrested. Seven are detained at the Quezon City Jail, while two are held at Camp Caringal in Quezon City.
