Typhoon Paolo (Matmo), the Philippines’ 16th tropical cyclone for 2025, is bringing moderate to torrential rain and fierce winds to Northern Luzon and portions of Central Luzon. Its trough or extension is also causing scattered rain and thunderstorms in the rest of Luzon and Western Visayas.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) warned the public to be on alert for hazards, including floods, landslides, and storm surges.

NGCP restores 2 Cagayan transmission lines

The National Grid Corporation of the Philippines said its transmission lines and facilities are already under normal operations as of 1 am on Saturday, October 4.

This is following the restoration of the Magapit-Camalaniugan 69kV Line at 10:08 pm on Friday, October 3, and the Lal-lo-Santa Ana 69kV Line at 10:14 pm, also on Friday. The outage of these transmission lines had affected CAGELCO II customers in Cagayan.

More than 21,000 in Aurora evacuation centers

The Aurora provincial government said it is ensuring swift distribution of relief goods and basic necessities for 21,340 persons or 7,214 families staying in evacuation centers. It added that psychosocial support is also being provided for the evacuees.


Over 8,000 Isabela residents evacuate

The number of evacuees in Isabela reached at least 8,052 on Friday afternoon, October 3, based on data from the Isabela Provincial Social Welfare and Development Office. This is equivalent to 2,634 families.

The towns of San Guillermo and Maconacon have the most evacuees, with 1,088 and 1,008, respectively.

Santiago-Alicia transmission line down

The National Grid Corporation of the Philippines said the Santiago-Alicia 69kV Line went down at 10:26 am on Friday, October 3. Affected customers are ISELCO I in Isabela and IFELCO in Ifugao.
