BCDA, Tarlac LGU to open community college in New Clark City

MANILA, Philippines — State-run Bases Conversion and Development Authority (BCDA) and the provincial government of Tarlac have partnered to establish a community college in New Clark City.

To initiate the planning and development of the Tarlac Community College, a memorandum of understanding (MOU) was signed by BCDA president and CEO Joshua Bingcang and Tarlac Gov. Christian Tell Yap on Oct. 17.

Under the MOU, BCDA will identify and provide the lot for the proposed campus.

Meanwhile, the provincial government of Tarlac will be responsible for the development, financing and academic programming. 

The five-hectare Tarlac Community College is expected to offer courses in line with emerging industries and future employment trends.

A separate agreement will be signed by the parties after the project’s scope and implementation terms are finalized. 

The planned community college will support the BCDA’s aim to attract educational institutions and research centers to set up operations in New Clark City.

The BCDA wants New Clark City to serve as a hub for academic excellence and innovation to promote inclusive growth.

“We are laying down the foundation for the establishment of the Tarlac Community College in New Clark City, a partnership between BCDA and the provincial government of Tarlac. This is in line with BCDA’s vision to strengthen university-industry linkage and equip our people with the skills needed for future industries,” Bingcang said.

For his part, Yap said the facility would serve as a future training center for those in the western side of the province of Tarlac.

“The best service we can provide them is to empower them with livelihood, jobs

and other opportunities,” he said.

At present, other educational institutions that are establishing their presence in New Clark City include the National Academy of Sports, the University of the Philippines and the Philippine Science High School.
