Training and Upskilling through Knowledge-sharing, Learning, and Applications of Space Data for DRRM

The Philippine Space Agency (PhilSA) invites government agencies, local government units (LGUs), academic institutions, private sector, and other relevant organizations to participate in the Training and Upskilling through Knowledge-sharing, Learning, and Applications of Space Data (TUKLAS), with a focus on disaster risk reduction and management (DRRM). 

The three-day training will be held from 17 to 19 November 2026 in Quezon City (exact venue to be announced) and will equip participants with practical knowledge and skills in using space science and technology, satellite imagery, and geospatial data to support DRRM.

Training Objectives 

The TUKLAS for DRRM aims to: 

  1. Build the capacity of DRRM participants from various regions and sectors in using space science and technology, satellite imagery, and geospatial data; 
  2. Enhance participants’ knowledge and skills in accessing, processing, interpreting, and utilizing space data and geospatial information for DRRM applications; 
  3. Demonstrate practical applications of space data in damage assessment, disaster response, early recovery, and related DRRM efforts; and 
  4. Strengthen local capacities and networks by connecting DRRM practitioners, government agencies, academic institutions, and other stakeholders who can contribute to the generation, validation, and utilization of space-enabled DRRM information. 

Eligibility 

  1. Participants from different sectors who have basic knowledge and skills in the use of Geographic Information Systems (GIS) and remote sensing; 
  2. Have access to a Windows laptop with at least 4 GB RAM and 20 GB of available disk space; and 
  3. Are from national government agencies, LGUs, academic institutions, private sector, and other partner organizations whose work involves or may benefit from space-enabled applications for DRRM or related activities. 

Application Process

  2. Upload a 2×2 ID photo; 
  3. Upload endorsement letter signed by Head of Agency (preferred) or supervisor; and 

Participants will be assessed based on their capacities and training needs, and successful applicants will receive confirmation through email. 

Training Topics 

The three-day training will combine theoretical sessions with hands-on practical activities, culminating in the development of a project proposal that applies space data and geospatial technologies to DRRM-related challenges. Key topics will include: 

  • Introduction to remote sensing and radar satellite imagery  
  • Accessing Earth observation and geospatial data  
  • Flood image assessment  
  • Earthquake damage assessment  
  • Mapping fire and burned area extents
